I finally request and install a cert with a private key. Microsoft Outlook cannot sign or encrypt this message because there are no certificates which can be used BUT I want to encrypt every email I send, so I follow the instructions and check the box at File > Options > Trust center > Trust Center Properties > Secure email > Encrypt all email. The user in my organization gets the email, double click and they can read no problem (Outside they get a link). Default out of the box O365 I can pop an email out, select Options > Encrypt and everything works fine.
